Introduction of Automated Traffic Penalties

Sindh Inspector General Ghulam Nabi Memon announced that Karachi will activate a new e-challan system for traffic violations starting October 27. The current issuance of traffic challans remains suspended until the upgraded system becomes operational. No new contract has been finalized since the previous service provider’s agreement expired.

Committee Formed for Public Grievances

IG Memon confirmed the establishment of a dedicated committee to address citizen complaints regarding e-challans post-implementation. This move aims to streamline dispute resolution and enhance public confidence in the automated enforcement mechanism.

Stakeholder Engagement and System Overview

The Sindh Police recently conducted an awareness seminar titled “Traffic Rules and Faceless E-Ticketing Challan” to educate government officials, transport operators, legal professionals, and other stakeholders about the forthcoming system. Senior police officials including Additional IG Karachi Javed Alam Odho emphasized the system’s accelerated rollout to reduce accidents and minimize direct police-citizen confrontations during enforcement.

Key Features of the Faceless System

The technology-driven approach will:

  • Automate violation detection through surveillance cameras
  • Eliminate subjective officer discretion in penalty issuance
  • Centralize evidence collection for transparent processing
Officials project this will improve both traffic management and institutional credibility.

Crackdown on Fake Challan Scams

Karachi Traffic Police recently alerted citizens about fraudulent SMS notices circulating from private numbers. Authorities clarified that legitimate e-challans are never issued via personal mobile contacts or demand EasyPaisa payments, urging verification through official channels only.

Revised Penalty Structure for Violations

Sindh’s updated fine system under Motor Vehicles Ordinance 1965 introduces:

  • Tiered penalties: Rs5,000 (motorcycles), Rs15,000 (cars), Rs20,000 (heavy vehicles) for speeding
  • Rs50,000 fines plus 6 demerit points for unlicensed driving
  • Rs25,000 penalties with 8 points for reckless maneuvers
Transport Minister Sharjeel Memon emphasized these measures aim to deter dangerous behaviors rather than generate revenue, with parallel investments in digital monitoring infrastructure and officer training programs.
