Supreme Court declares PTI eligible for reserved seats

In a landmark ruling, the Supreme Court of Pakistan has overturned the denial of reserved seats to the PTI-backed Sunni Ittehad Council (SIC). The decision, reported by ARY News on Friday, was delivered by Justice Mansoor Ali Shah, who announced the 8-5 majority verdict.

The SIC, an ally of the PTI, had filed a petition against the Election Commission of Pakistan (ECP) after it allocated reserved seats to the ruling coalition, excluding PTI. Justices Athar Minallah, Shahid Waheed, Muneeb Akhtar, Muhammad Ali Mazhar, Ayesha Malik, Syed Hassan Azhar Rizvi, and Irfan Saadat Khan ruled in favor of the PTI.

The Supreme Court’s ruling nullified the Peshawar High Court’s previous order, which had upheld the ECP’s decision. The ECP’s decision to allocate reserved seats to other parties was deemed unconstitutional by the Supreme Court, thus accepting SIC’s petition and making the party eligible for the allocation of reserved seats.

The court acknowledged PTI as a political party and mandated it to submit a list of reserved seat candidates to the ECP within 15 days. The verdict emphasized that PTI candidates could not be declared independent nor representatives of any other party, correcting the ECP’s previous misclassification.

The full bench, including Chief Justice of Pakistan ISA and 12 other Justices, had reserved its verdict on Tuesday after hearings on SIC’s appeals. The issue arose after over 80 PTI-backed independent candidates won in the February 8 elections. SIC approached the ECP on February 21 for reserved seat allocation, which was denied on March 4 due to PTI’s failure to submit a candidates list.

The Supreme Court’s decision impacts the composition of the National Assembly and could affect the ruling coalition’s majority, marking a significant political shift.

Justice Aalia Neelum took oath as Chief Justice of Lahore High Court Thursday, becoming the first female to assume the top slot.  The oath-taking ceremony was held at the Governor’s House, and it was administered by Punjab Governor Sardar Saleem Haider Khan. It was attended by LHC judges: Justice Ali Baqar Najafi, Justice Abid Aziz Sheikh, Justice Syed Shahbaz Rizvi, and Justice Shams Mehmood Mirza. It was also attended by Punjab Chief Minister, Maryam Nawaz, Law Minister, Azam Nazeer Tarar, and the Inspector-General of Punjab.

Her appointment was approved just a day before the ceremony by President Asif Ali Zardari after the approval from the Judicial Commission of Pakistan led by the Chief Justice of Pakistan Qazi Faez Isa. The nomination of Justice Neelum was considered along with the elevation of acting CJ Shujaat Ali Khan and Justice Ali Baqar Najafi.

Justice Neelum was born on November 12, 1966, and did her LLB from the University of Punjab in 1995. She was enrolled as an advocate in 1996 and as an Advocate of the Supreme Court in 2008. She was elevated to the LHC in 2013 and confirmed as a permanent judge on March 16, 2015. She has so far written 203 excellent judgments and remained the first female administration judge of anti-terrorism courts in the province.

She had a leading role in the establishment of separate courts for gender-based violence cases and the formulation of standard working procedures with regard to the recording of evidence and statements during the trials in e-courts across Punjab.

The post of LHC CJ had fallen vacant after Justice Malik Shahzad Ahmad Khan was elevated to the Supreme Court on June 7. Justice Shujaat Ali Khan took additional charge as the CJ, in the wake of the vacancy caused. Justice Neelum stands third in the seniority list of LHC judges and had been under consideration for the slot of CJ during the JCP meeting held on June 7.

Her appointment came in the wake of other landmark events for women within the ranks of the judiciary of Pakistan, with the appointment of Justice Syeda Tahira Safdar as the first woman Chief Justice of the Balochistan High Court in 2018 and Justice Ayesha A. Malik as the first woman judge to the Supreme Court in 2021.

This long-awaited feature was just spotted in the latest update for the WhatsApp beta app, version 2.24.15.5. The screenshots for this new transcription capability were given to them by the team at WABetaInfo.

It supports many languages, such as English, Spanish, Portuguese, Russian, and Hindi. Downloading an extra language pack is needed to use this feature so that users’ messages are kept private and secure on their own devices.

This feature may not work so efficiently when it is available in Pakistan with voice messages in Urdu. The app supports Hindi, so some Urdu messages go through, but it’s obvious that English transcriptions will be more consistent and reliable.

Although the WhatsApp company has not yet announced any clear, scheduled launch date for it in Pakistan, with the availability of it on the beta version, it is likely to roll out to the retail version of the messenger app pretty soon.

Despite the resolution, reports suggest that Shaheen’s behavior towards coaches and management has been less than ideal during recent tours. However, sources close to the team have stated that they are unaware of any other significant incidents involving Afridi. They also reiterated that minor disagreements are a routine aspect of the sport, especially during extended tours. A source was quoted as saying:

“See, when you are on a tour for months, these minor heated arguments happen, these are routine matters, there was nothing big as far as I know which required any strict action against anyone,”

“This was nothing more than routine case of heat-of-the-moment, so the chapter was closed there and then,” said the source when asked why it wasn’t reported to the PCB.
