In a major policy shift aimed at safeguarding national security, the Government of Pakistan has announced a ban on road travel for pilgrims intending to visit Iran and Iraq for Arbaeen this year. The decision was shared by Interior Minister Mohsin Naqvi through his official account on social media platform X.

Arbaeen Pilgrimage Allowed Only via Air

According to the Minister, the move follows detailed consultations with the Ministry of Foreign Affairs, Balochistan Government, and relevant security agencies. Naqvi stated, “This difficult decision was taken in the interest of public safety and national security.”

Although road access is now restricted, pilgrims will still be able to undertake the journey via air routes. Prime Minister Mian Muhammad Shehbaz Sharif has directed authorities to ensure that maximum flights are arranged to accommodate the expected number of travelers in the coming weeks.

Policy Changes Reflect Long-Term Planning

This announcement comes in the context of broader policy reforms initiated by the Ministry of Religious Affairs, which had on July 10, 2025, accelerated the implementation of its 2021 framework. A key part of these reforms includes the abolition of the Salar (group leader) system, now replaced by a Ziyarat Group Organizer (ZGO) structure.

The registration process for pilgrims has also been made mandatory—similar to protocols followed for Hajj and Umrah. This measure is aimed at improving transparency, safety, and coordination for religious travel.

Compliance and Industry Response

A ministry spokesperson confirmed that 585 companies have already submitted complete documentation under the new system. Newly interested companies have until August 10, 2025, to complete their registration or risk exclusion from the upcoming pilgrimage operations.

These changes are expected to impact thousands of intending pilgrims and signal a growing emphasis on structured and secure religious travel from Pakistan.
