SAMRS: A Digital Leap for Education Reform
Sindh Chief Minister Syed Murad Ali Shah inaugurated the Student Attendance Monitoring and Redress System (SAMRS) on Thursday, hailing it as a groundbreaking initiative that integrates technology with evidence-based policymaking. The provincial government described SAMRS as a “pioneering, transformative, and nationally replicable model” that could redefine education governance in Pakistan.
Integrated Platform for Better Learning Outcomes
Speaking at the launch ceremony in Karachi, CM Murad emphasized that SAMRS is Pakistan’s first digital system linking student attendance, school infrastructure, teacher performance, and learning outcomes. “This is not just a monitoring tool,” he stated. “It allows us to make decisions based on data rather than assumptions, helping us address challenges swiftly and effectively.”
Key Features and Expansion Plans
The system, already operational in 600 schools across 12 districts, is being expanded to four more districts with UNICEF support. SAMRS tracks absenteeism, predicts dropout risks, and recommends interventions to improve school management. The chief minister announced plans to institutionalize SAMRS through a new policy, ensuring its long-term sustainability within Sindh’s education framework.
Government and Development Partners Collaborate
The event was attended by Education Minister Syed Sardar Shah, World Bank Country Director Bolormaa Amgaabazar, and representatives from UNICEF, ADB, British Council, and other organizations. CM Murad thanked development partners for their support while stressing the need to integrate SAMRS with health, nutrition, and child protection initiatives. “Schools must become centers of child well-being,” he asserted.
Verified Student Data and High Compliance Rates
Education Minister Sardar Shah highlighted SAMRS’ shift from system-generated IDs to NADRA-verified B-Form numbers, ensuring accurate student tracking. He reported that 99% of participating schools submitted attendance data, with 92% implementing corrective measures—a significant step in reducing dropout rates.
World Bank Praises Sindh’s Commitment
World Bank Country Director Bolormaa Amgaabazar commended the Sindh government for its leadership, noting that SAMRS reflects the province’s dedication to education reform rather than being a donor-imposed project.
