Federal Government's Public Debt Surges by 22.1% YoY in July 2023

In July 2023, the federal government’s total public debt stock witnessed a significant YoY increase of 22.1%, rising to Rs. 61.747 trillion compared to Rs. 50.567 trillion in the same month the previous year, marking an Rs. 11.180 trillion surge. This substantial growth in debt was revealed in the monthly data released by the State Bank of Pakistan (SBP).

On a month-on-month basis, the federal government’s total public debt stock also showed a notable increase, climbing by Rs. 907 billion from the June 2023 figure of Rs. 60.840 billion.

The data from SBP further highlights that the domestic debt of the central government experienced a significant YoY surge of 25.1%, soaring from Rs. 31.192 trillion in July 2022 to Rs. 39.016 trillion in July 2023. This increase encompassed both long-term and short-term public debt.

Of the total long-term debt, the government raised Rs. 5.75 trillion through Federal Government Bonds, which included Pakistan Investment Bonds and GOP Ijara Sukuk and Bai-Muajjal Sukuk, during the past year. The total debt stock of Federal Government Bonds increased from Rs. 19.655 trillion to Rs. 25.405 trillion. Additionally, the government generated Rs. 8 billion through the issuance of Prize Bonds within a year.

The report further indicates that external debt of the central government surged to Rs. 22.732 trillion, reflecting a 17.3% increase compared to Rs. 19.375 trillion during the same period, highlighting the evolving dynamics of the country’s debt situation.

During the announcement, Prime Minister Kakar refrained from specifying the precise projects that Riyadh is contemplating for investment.

However, it’s worth noting that Barrick Gold Corp recently indicated its willingness to collaborate with Saudi Arabia’s wealth fund in Pakistan’s Reko Diq mine, which could potentially be a part of this substantial investment.

PM Kakar also shed light on the remarkable untapped potential of Pakistan’s mineral deposits, which are conservatively estimated to be worth a staggering $6 trillion.

In addition to the Saudi investment, the government under Kakar’s leadership is committed to finalizing two privatization deals within the next six months. These transactions are likely to involve state-run power sector companies. Furthermore, the government aims to privatize another state-owned enterprise, ideally outside the energy sector.

It is noteworthy that the privatization process in Pakistan has been stagnant, mainly due to its political sensitivity, with successive elected governments avoiding the sale of state assets.

Pakistan currently finds itself on a challenging path to economic recovery, with a caretaker administration in charge following the International Monetary Fund’s approval of a $3 billion loan plan in July, averting a potential sovereign debt default.

Business Community Thinks Default Imminent for Pakistan: Gallup Survey

The majority of business community in Pakistan is not very “hopeful” about the ability of caretaker government to cope up with the financial challenges the country is facing. Hence, they fear there is an imminent danger of default, reveals a latest survey conducted by Gallup Pakistan.

More than 500 business owners were asked if they are satisfied with the performance of current government and around 72% of these people disagreed. They also said that they think Pakistan can still default down the road.

Of all the participants surveyed, around 49% seemed concerned about the ongoing economic situation in the country while 17% people did not show any concerns.

According to the Gallup Pakistan Business Confidence Index Q22023 report, the business community is very worried about the increasing power prices and back-breaking inflation. However, the business owners are now a little bit less pessimistic about the situation as compared to the last quarter despite mounting tariffs and inflation.

The survey report mentioned, “Inflation, utility bills and rupee devaluation cause growing concern among business community, but overall fewer businesses express hopelessness compared to the previous quarter.”

It further added, “Prevailing economic and political crises have contributed to persisting business insecurity.”

Besides inflation and increased fuel prices, the hike in taxes and freefall of the rupee are two main problems the business community wants the government to address. They also complained about the increased load shedding which has severely affected their productivity and as a result, they either had to shut down units, increase the prices of their products or lay off employees.

The Gallup Pakistan states that “the business community’s view about future business in the country is the most pessimistic since Gallup Pakistan started recording this indicator.”

IMF rejects Pakistan’s electricity relief plan: sources

The International Monetary Fund (IMF) has declined the interim government’s proposed electricity relief plan, citing discrepancies in the allocated funds for its implementation, as disclosed by sources within the finance ministry to Aaj News.

The lending institution, which entered into a bailout agreement with Pakistan in July of this year, has requested a revised plan that would avoid further burdening the population already grappling with soaring electricity bills.

Interim Information Minister Murtaza Solangi had announced on August 29 that the caretaker government was actively in talks with the IMF to introduce relief measures for electricity consumers, hinting at an impending announcement.

However, interim Prime Minister Anwaarul Haq Kakar, during a press conference on August 31, conveyed that citizens would need to settle their utility bills as there were limited alternatives, with ongoing negotiations with international lenders on the matter.

Insider sources have revealed to Aaj News that the government’s estimate indicated that the proposed relief for consumers’ bills would have a revenue impact of less than Rs6.5 billion. In contrast, the IMF’s assessment projected a revenue impact exceeding Rs15 billion.

These sources added that the IMF has requested Pakistan to furnish a plan addressing the financial gap that the country would once again face. In response, the interim government has assured the IMF of adhering to the budget while delivering relief to the populace. Additionally, the proposal to allow bill payments in installments will be revisited during further discussions with the lender.

It is worth noting that Pakistan had shared the relief plan with the IMF on a Friday, and the IMF’s response arrived after a four-day interval.

The Pakistani rupee’s persistent decline against the US Dollar has been a topic of concern as it continues to set new records in the financial landscape. Today, as the trading day commenced, the rupee opened at 304.1 in the interbank market, setting the stage for another day of fluctuations and market dynamics.

Around noon, the rupee found itself in a bearish trajectory, slipping to a low of 308.225 against the US Dollar. This marked a significant depreciation of approximately Rs. 4 compared to its earlier value, in line with the pessimistic sentiment that characterized the market’s opening.

However, as the clock ticked towards the afternoon hours, the rupee exhibited signs of resilience by returning to the 305 level between 1:30 PM and 2:30 PM. This brief recovery created a momentary stability, albeit amidst the ever-changing currency landscape.

Since the ascent of the caretaker government, the US Dollar has made substantial gains, strengthening its position by Rs. 16.19 against the Pakistani rupee. This trend has not only raised concerns but also underscored the economic challenges facing the nation.

Beyond the official interbank rates, open market rates have painted a broader picture, fluctuating within the 309-315 range and reflecting the volatility in currency markets.

At the close of the trading day, the Pakistani rupee exhibited a slight appreciation of 0.06 percent, closing at 305.64 after losing 17 paisas against the US Dollar.

Notably, the parallel black market rates have deviated further from the official bank rates, trading in the 330-337 range. Currency dealers anticipate a slowdown in the rupee’s depreciation until it reaches a level where resistance begins to take shape. September may witness multiple record lows, hovering in the range of 310-320. Market participants are hopeful that the forthcoming announcement of General Elections will bring clarity and reduce some of the prevailing uncertainty.

In a significant development, Pakistan’s trade deficit for August 2023 amounted to $2.13 billion, marking a substantial 40.5 percent decrease compared to the $3.57 billion trade deficit recorded in the same month of the previous fiscal year. However, it’s important to note that the country’s trade deficit did rise by nearly 30 percent when compared to the $1.64 billion trade deficit recorded in July 2023, reflecting the dynamic nature of Pakistan’s economic landscape.

The financial ramifications are staggering, with DHQ hospitals missing out on a substantial Rs. 645 million in revenue earmarked for the treatment of eligible patients. Moreover, the government grapples with a significant financial setback, as a substantial 64 percent of the program’s revenue was slated for the national treasury.
