A fresh directive from Syria’s interim Islamist-led government has sparked conversation across the country, especially among women, after it made burkinis at beaches mandatory at public swimming spots. The tourism ministry’s new rule, aiming to uphold “public safety and decency,” now requires all female visitors to public beaches and pools to wear burkinis or similarly modest swimwear that covers most of the body, leaving only the face, hands, and feet exposed.
This regulation applies strictly to public recreational spaces, while private venues, exclusive resorts, and high-end hotels (rated above four stars) are exempt. The move, which is seen by some as a return to conservative norms, comes as Syria tries to redefine its social fabric post-conflict. Under the new law, women must also wear a cover-up when moving outside designated swimming areas, and burkinis at beaches are positioned as the only acceptable form of attire for public spaces.

The directive also outlines clothing guidelines for men, who are now expected to remain shirted when not swimming. While enforcement details remain unclear, lifeguards and beach supervisors will reportedly monitor compliance.
For many Syrians, the law reflects a cultural shift. “I understand the moral angle,” said Celine from Idlib. “Families feel more comfortable when skin is covered, and that’s valid.” However, others see it as government overreach. “This isn’t about burkinis—it’s about control,” said Rita from Damascus. “In coastal areas, diversity in dress was respected. Now, it feels like choice is being taken away.”
The backdrop to this change is Syria’s evolving political climate. After the fall of Bashar al-Assad’s regime in December, the new government, led by Ahmed al-Sharaa, pledged inclusivity and women’s rights. Yet this new move suggests a more conservative tilt, particularly with Islamic jurisprudence now central in legal frameworks.
