NA Committee Urges Reduction of Toll Plazas on Karachi-Hyderabad Motorway

The National Assembly Standing Committee on Communications has urged the government to significantly reduce the number of toll plazas on the Karachi-Hyderabad M-9 Motorway, citing growing public frustration over frequent toll deductions. The committee recommended that toll booths be placed every 80 to 100 kilometers, replacing the current system of placing them roughly every 35 km.

The proposal was tabled during a committee session chaired by Ijaz Hussain Jakhrani, where members raised concerns about what they described as “unjust and excessive toll collection” from commuters traveling between Karachi and Hyderabad.

Officials from the National Highway Authority (NHA) briefed the committee, explaining that the location of toll plazas is determined by traffic flow patterns, road usage, and population density. They added that some areas still lack toll collection points, and that a new policy proposing booths every 50 km was already under consideration.

However, the committee members rejected both the existing setup and the proposed 50 km policy, calling it inequitable and burdensome for frequent travelers. They argued that short-distance commuters are unfairly penalized by having to pay tolls multiple times within a limited stretch.

Chairman Jakhrani directed that each clause of the toll plaza regulation be reviewed individually to accommodate possible amendments, ensuring a fairer and more balanced system. He emphasized that reforms should prioritize public convenience without undermining revenue generation for infrastructure maintenance.

During the meeting, MNA Waseem Hussain delivered strong criticism of the current toll structure, saying it disproportionately affects residents of Karachi and Hyderabad. “This setup makes no sense,” he said. “People traveling short distances are forced to pay toll after toll — it’s an injustice.”

The committee was informed that the Sukkur–Hyderabad section currently has around 11 to 12 toll plazas, compared to three in Rahim Yar Khan and eight in Punjab. NHA officials clarified that toll distribution is based on traffic intensity, not on administrative boundaries.

In defense, the Communications Secretary told the panel that he too pays toll taxes in his own locality, while the NHA Chairman added that he had resisted local political pressure to remove a toll booth from his constituency, opting instead to improve the facility.

The committee concluded the session by resolving to compile a formal report outlining its recommendations. The report will be forwarded to the Speaker of the National Assembly for further debate and legislative action aimed at improving the toll system for motorists.

NADRA Launches Digital Birth and Death Registration System Across Pakistan

The National Database and Registration Authority (NADRA) has introduced a new, technology-driven system to simplify the process of obtaining birth and death certificates across Pakistan. Developed in collaboration with provincial governments, this initiative marks a major step toward digitizing the country’s registration system and ensuring greater transparency and efficiency.

As part of the National Biometric and Registration Policy Framework, approved by the Prime Minister on January 1, 2025, the project aims to create a unified and automated recordkeeping system. Under directives from the Federal Minister for Interior, NADRA has deployed cutting-edge notification tools in hospitals and health centers to make the registration of births and deaths faster and more reliable.

The project is currently in its pilot phase, with over 50 hospitals and health centers already connected to the digital system. Among these are leading institutions such as Pakistan Institute of Medical Sciences (PIMS), CDA Hospital, and Federal Government Hospital in Islamabad; Lady Aitchison Hospital in Lahore; Bolan Medical College, DHQ, and Sheikh Zayed Hospital in Quetta; and facilities in Khyber Pakhtunkhwa, Azad Jammu and Kashmir, Gilgit-Baltistan, and Sindh.

Under this new mechanism, birth and death notifications are transmitted directly from hospitals to NADRA’s central system. Once a notification is received, parents or legal heirs automatically receive an SMS or app alert, guiding them through the next steps to complete registration at their local Union Council.

So far, the pilot phase has successfully recorded over 4,000 birth notifications and 407 death notifications through this automated process. NADRA officials said the program will soon expand to cover the entire country once the provinces complete the readiness phase.

The authority has also confirmed that citizens will be able to register events via the NADRA mobile app or by visiting their nearest Union Council. The initiative is already operational in three districts of Punjab, with additional rollouts planned for other provinces in the coming months.

NADRA’s spokesperson said this system will not only reduce delays and paperwork but also curb data manipulation and registration fraud. Once nationwide, the integration of hospitals, health centers, and registration offices will give Pakistan one of the most efficient civil registration systems in South Asia.

YouTube says Australia’s social media ban won’t make children safer online

YouTube has raised concerns over Australia’s upcoming social media ban for children, saying that while the move is “well-intentioned,” it is unlikely to make young users safer online and could instead create new challenges in enforcement and accessibility.

The warning comes as Prime Minister Anthony Albanese’s government prepares to roll out landmark legislation that will prohibit anyone under the age of 16 from using platforms like Facebook, TikTok, Instagram, and YouTube by the end of 2025. Companies that fail to comply could face fines of up to AUS$49.5 million (US$32 million) under the new laws.

During a Senate committee hearing on Monday, Rachel Lord, YouTube’s local spokeswoman, cautioned that the proposed ban could lead to “unintended consequences” and might not achieve its intended goal.

“The legislation will not only be extremely difficult to enforce, it also does not fulfil its promise of making kids safer online,” Lord said. “Well-crafted legislation can help protect children and teens, but the solution is not to prevent them from being online altogether.”

She added that YouTube does not consider itself a traditional social media platform and should be “out of scope” of the proposed legislation. “Our service focuses on video streaming and education, not social networking,” she said.

Australia has positioned itself as a pioneer in global online safety efforts, but critics argue that the new laws lack clarity and practical enforcement measures. Experts warn that the ban could end up being largely symbolic, given that social media companies are not required to verify the ages of all users.

Instead, platforms will need to take “reasonable steps” to detect and deactivate underage accounts — a guideline many tech companies have labeled as “vague” and “problematic.”

Industry observers also point out that the legislation could strain parental oversight and education efforts that play a key role in children’s online safety.

Social media companies, including Meta and TikTok, have previously expressed similar concerns, emphasizing that blanket bans may push young users toward unregulated or unsafe corners of the internet.

While the debate continues, YouTube’s statement reflects a growing industry consensus: that digital education, parental involvement, and technology-based safeguards may offer a more realistic path to child protection than an outright ban.
