Germany Opportunity Card 2026 for Pakistanis: Apply Without a Job Offer

Germany Opportunity Card 2026 requirements for Pakistani skilled workers

Qualified Pakistani workers do not always need to secure a job offer before travelling to Germany.

Germany’s Opportunity Card, or Chancenkarte, allows eligible people from non-EU countries including Pakistan to enter Germany and search for qualified employment after arriving.

The card is initially issued for up to one year and can be available either to people whose qualifications are fully recognised in Germany or to applicants who qualify through Germany’s points system.

This means a Pakistani professional may be able to travel to Germany first, attend interviews, meet employers and look for work from inside the country rather than completing the entire job search from Pakistan.

What Is Germany’s Opportunity Card?

The Opportunity Card is a residence route under Germany’s skilled-immigration system for people who want to search for qualified employment.

It is specifically designed for people who have not yet secured a qualifying job in Germany.

Germany’s official skilled-worker portal says there are two main ways to qualify:

  1. Have an academic or vocational qualification that is fully recognised in Germany; or
  2. Qualify through the Opportunity Card points system with at least six points.

The card can initially allow a stay of up to:

12 months.

During that period, the holder can search for employment and undertake permitted part-time or trial work.

Do Pakistanis Need a Job Offer?

No — not necessarily.

That is the main advantage of the Opportunity Card.

Unlike many conventional employment visas, applicants can qualify for the Opportunity Card without already holding a German employment contract.

The purpose of the card is to allow eligible workers to enter Germany and search for suitable qualified employment from within the country.

A job offer becomes important later, when the person wants to move from job-search status into a residence permit for regular qualified employment.

Is the Opportunity Card Only for Engineers?

No.

The Opportunity Card is not an engineering-only scheme.

People from a range of academic and vocational backgrounds may potentially qualify, provided they meet the education, recognition, language, financial or points requirements.

This can include workers from fields such as:

  • information technology;
  • engineering;
  • skilled trades;
  • business;
  • manufacturing;
  • technical professions;
  • hospitality;
  • healthcare; and
  • other qualified occupations.

However, some professions are regulated in Germany.

Doctors, nurses and certain other professionals may need recognition of qualifications or a professional licence before they can actually work in their occupation.

Two Ways to Qualify

Germany provides two main Opportunity Card routes.

Route 1: Qualification Fully Recognised in Germany

The first route applies to people whose foreign academic or vocational qualification is fully recognised in Germany.

If you qualify as a recognised skilled worker, you:

  • do not need to use the points system; and
  • do not need to prove German or English language skills specifically for the Opportunity Card.

German language knowledge is still strongly recommended because it can substantially improve employment prospects.

Professional language or licensing requirements may also apply separately for regulated occupations.

Route 2: Opportunity Card Through the Points System

Applicants without full German recognition may still qualify through the points route.

They need:

  • a qualifying academic or vocational credential;
  • at least six points;
  • sufficient financial resources; and
  • at least A1 German or B2 English.

A foreign vocational qualification must generally have involved at least two years of training and must be recognised by the country in which it was obtained.

Germany Opportunity Card Points System

Applicants using the points route need at least:

6 points

to qualify.

Points can be awarded as follows:

CriteriaPoints
Partial German recognition of qualification4
Qualification in shortage occupation1
5 years relevant experience in last 7 years3
2 years relevant experience in last 5 years2
German A21
German B12
German B2 or higher3
English C1 or native speaker1 additional
Age under 352
Age 35–401
Previous legal stay in Germany1
Qualifying spouse/partner also applying1

Previous Stay in Germany Can Earn a Point

Applicants can receive one point if they have previously lived legally in Germany for a continuous period of at least:

six months during the previous five years.

Qualifying stays may include:

  • study;
  • language courses; or
  • employment.

Tourist visits do not count.

How Much Work Experience Is Needed?

Work experience is not necessarily mandatory for every Opportunity Card applicant, but it can make it much easier to reach the six-point threshold.

Germany awards:

2 points

for at least two years of relevant professional experience during the previous five years.

Applicants with:

5 years of relevant experience during the previous 7 years

can receive:

3 points.

The experience should relate to the applicant’s qualification.

Do Pakistani Applicants Need German?

It depends on the route.

Fully Recognised Skilled Workers

Applicants qualifying through full German recognition do not need to submit language proof specifically for the Opportunity Card.

Points-Based Applicants

Applicants using the points system must generally demonstrate at least:

German A1

or

English B2.

Higher German ability earns additional points:

A2 German: 1 point
B1 German: 2 points
B2 or higher: 3 points

English at C1 or above can earn one additional point.

Even where German is not legally required, learning German can significantly improve employment prospects.

How Much Money Is Required?

Applicants must prove they can financially support themselves while searching for work.

Germany’s official skilled-immigration portal currently lists:

€1,091 net per month for 2026

as the required amount.

This can generally be demonstrated through:

  • a blocked bank account; or
  • a Declaration of Commitment from an eligible person in Germany.

For a full 12-month period, €1,091 per month would equal approximately:

€13,092

if the entire year must be covered through the blocked account.

Important Note for Pakistani Applicants

There is currently a small discrepancy between Germany’s general 2026 guidance and the Pakistan-specific Karachi consular page.

The Make it in Germany federal portal states:

€1,091 per month for 2026.

The German Consulate Karachi page currently states:

€1,027 per month

plus:

€500 for a return ticket to Pakistan.

Because consular requirements can be updated, applicants should use the amount shown in the live application checklist for their responsible German mission when preparing their application.

Do not rely on an old screenshot or third-party visa website.

Can Opportunity Card Holders Work?

Yes, but there are limits.

Opportunity Card holders can work in one or more part-time jobs for a combined maximum of:

20 hours per week.

This can help applicants support themselves while searching for qualified full-time employment.

Can You Do Trial Work?

Yes.

Germany also allows Opportunity Card holders to undertake trial employment for:

up to two weeks per employer.

The trial must be connected with the possibility of:

  • qualified employment;
  • vocational training; or
  • a qualification measure.

This allows both the employer and worker to assess whether the position is suitable.

Does the Opportunity Card Allow Full-Time Permanent Work?

Not automatically.

The Opportunity Card is primarily a job-search residence title.

Once an applicant finds suitable qualified employment, they generally need to apply to the local foreigners authority for the appropriate employment residence permit.

Possible routes can include:

  • residence permit for qualified employment;
  • EU Blue Card;
  • vocational-training permit;
  • recognition-related permit; or
  • another qualifying work residence title.

Can the Opportunity Card Be Extended?

The initial job-search Opportunity Card is generally issued for a maximum of:

one year.

If an applicant finds qualified employment but cannot obtain one of the standard employment residence titles, Germany may in some circumstances allow an Opportunity Card extension for up to two additional years.

This is not an automatic extension.

The applicant must meet the applicable requirements.

How Can Pakistanis Apply?

Pakistani applicants can use Germany’s Consular Services Portal for eligible Opportunity Card applications.

Germany’s official mission in Pakistan lists Opportunity Cards among the visa categories available through its online system.

The digital process allows applicants to:

  1. create an account;
  2. complete the application online;
  3. upload required documents;
  4. receive preliminary document checks;
  5. schedule the relevant appointment; and
  6. track the application online.

An in-person appointment is still required for identity checks, biometric data and original-document verification.

Islamabad and Karachi Applicants

Germany’s mission guidance notes that Opportunity Card applications handled by the German Embassy Islamabad use the Consular Services Portal.

The German Consulate General Karachi also provides specific Opportunity Card guidance for applicants in its jurisdiction.

The Karachi consular district covers Sindh and Balochistan.

Applicants should follow the mission responsible for their place of residence rather than trying to use another jurisdiction simply to seek an earlier appointment.

Documents You May Need

Exact documentation depends on the applicant’s route, but applicants should generally prepare documents covering:

  • valid passport;
  • academic or vocational qualification;
  • qualification-recognition evidence;
  • work-experience certificates;
  • German or English language certificates where required;
  • financial-resource proof;
  • CV;
  • passport photographs;
  • evidence supporting points claimed; and
  • other documents requested through the Consular Services Portal.

Applicants using the points route must provide evidence for every point they claim.

How to Check Whether a Pakistani Degree Is Recognised

University graduates may need to use Germany’s:

Anabin database

or obtain a:

Statement of Comparability

depending on their qualification and application route.

Vocational applicants may need a Digital Statement on Professional Qualification.

Recognition requirements vary, so applicants should check the official German recognition system rather than relying solely on whether their institution is recognised within Pakistan.

Does the Opportunity Card Guarantee a Job?

No.

The Opportunity Card gives the holder the right to enter Germany and search for qualified employment.

It does not guarantee:

  • a job;
  • a particular salary;
  • permanent residence;
  • employer sponsorship; or
  • approval of a later employment permit.

Applicants still need to compete in the German labour market and convince an employer to hire them.

Beware of Visa Agents Promising Guaranteed Approval

Germany’s missions in Pakistan specifically warn applicants about agencies claiming they can secure:

  • visa appointments;
  • earlier appointments; or
  • guaranteed approval.

The German missions state that visa success depends on the applicant’s documents, and agents cannot increase the chances of approval.

Applicants should therefore avoid paying unofficial agents for supposed guaranteed Opportunity Card approval.
