PM Shehbaz Sharif Approves Major TDAP Reforms to Boost Pakistan’s Exports

Prime Minister Shehbaz Sharif has approved a comprehensive reform plan to modernize the Trade Development Authority of Pakistan (TDAP), aiming to strengthen the country’s export sector, expand access to international markets and improve the competitiveness of local industries.

The proposed reforms are expected to create a more effective institutional structure that can support Pakistani businesses in reaching global customers. Small and medium-sized enterprises (SMEs), in particular, are expected to benefit from improved guidance and assistance in meeting international trade requirements.

The decision was taken during a high-level meeting in Islamabad, where the prime minister reviewed TDAP’s performance and discussed proposals to improve its institutional framework. Officials briefed the meeting on the authority’s existing role and the changes required to make its operations more effective.

During the meeting, Shehbaz Sharif directed the relevant authorities to complete the reform process by the middle of next year. He also stressed the importance of ensuring that the approved changes are properly implemented rather than remaining limited to policy discussions.

The modernization plan focuses on improving Pakistan’s ability to promote its products and services in international markets. A more efficient trade development authority could help local exporters identify new business opportunities, establish international connections and understand the requirements of overseas buyers.

Small and medium-sized businesses are an important part of Pakistan’s economy, but many face difficulties when trying to enter international markets. Limited resources, complicated export procedures and challenges in meeting global quality standards can prevent smaller companies from competing effectively with established international businesses.

Through institutional improvements, TDAP is expected to play a stronger role in addressing these challenges. Better support for SMEs could help businesses improve product quality, understand international regulations and prepare their products for overseas markets.

Meeting international export standards is particularly important for Pakistani industries seeking to increase their presence in competitive markets. Buyers in different countries often require products to meet specific quality, safety, packaging and certification requirements. Businesses that cannot fulfil these conditions may struggle to secure long-term export agreements.

The proposed reforms could also improve coordination between government institutions and the private sector. Stronger cooperation may help exporters receive more relevant information, access trade-related services and respond to changing international market demands.

Pakistan has significant export potential across several sectors, including textiles, agriculture, food products, sports goods, surgical instruments and other manufactured items. However, expanding exports requires more than increasing production. Businesses also need effective market access, reliable trade facilitation and institutional support.

Modernizing TDAP is therefore an important step towards improving the country’s overall export environment. A more capable authority could help Pakistani companies explore emerging markets, promote locally manufactured products and build stronger relationships with international buyers.

The government’s focus on completing the reform process by the middle of next year also places importance on timely execution. The effectiveness of the initiative will ultimately depend on how quickly the proposed changes are introduced and whether they deliver practical benefits for exporters.

If successfully implemented, the TDAP modernization plan could contribute to stronger export performance, improved business opportunities and greater international recognition for Pakistani products.

The initiative reflects the government’s broader effort to strengthen trade institutions and make Pakistan’s export sector more competitive in the global economy.
