The Metropolitan Corporation Islamabad (MCI) has started consultations on a proposed Open Space Policy for 2026–27, aimed at regulating how commercial establishments use public open spaces while protecting public access and the city’s environment.
The proposed policy seeks to create clear and transparent rules for businesses operating around designated open areas. The framework is expected to balance commercial needs with pedestrian movement, parking requirements, traffic flow and the preservation of green spaces.
A consultation meeting was held between MCI officials and representatives of restaurant owners and their association. The meeting was chaired by MCI Chief Officer Dr. Anam Fatima, with discussions focusing on the proposed regulatory framework and its potential impact on commercial businesses.
Under the proposed policy, commercial establishments could be permitted to conduct reasonable activities in designated open spaces, provided they comply with conditions designed to protect public convenience. The approach could provide businesses with clearer guidelines while preventing unrestricted use of public areas.
One of the key considerations is pedestrian accessibility. Public open spaces are frequently used by residents and visitors for walking and movement, making it important that commercial activities do not block pathways or create difficulties for pedestrians.
Parking and traffic circulation are also expected to remain important elements of the new policy. Islamabad has experienced growing commercial activity in several areas, increasing pressure on parking facilities and roads. Effective regulation could help reduce congestion caused by businesses using open spaces without proper planning.
The protection of green areas is another major focus of the MCI’s proposed framework. Islamabad is known for its planned layout and extensive greenery, making the preservation of parks, roadside green belts and other open areas an important consideration when regulating commercial activity.
The consultation process also provides restaurant owners and other stakeholders an opportunity to present their concerns. Engagement with business representatives could help the MCI develop regulations that are practical for commercial operators while maintaining the public character of open spaces.
The proposed Open Space Policy 2026–27 could eventually provide businesses with greater clarity about what types of commercial activities are allowed, where they can operate and what conditions they must meet. Such rules may also improve consistency in enforcement across different commercial locations.
For Islamabad residents, the policy could have a direct impact on how public spaces are used. If implemented effectively, it could allow limited commercial activity without allowing businesses to compromise pedestrian access, parking, traffic movement or environmentally important areas.
The MCI’s consultation initiative highlights the growing need to manage the relationship between Islamabad’s expanding commercial sector and its public spaces. The final policy is expected to reflect the balance between business activity, urban management and public convenience.
As consultations continue, further details about the proposed rules, permitted activities and enforcement mechanisms may provide greater clarity for restaurant owners, businesses and residents across Islamabad.
